In a presentation called “Free Speech vs. Hate Speech: How Public Agencies Can Maintain Civility Without Infringing on Free Speech”, panel members discussed how officials can handle inappropriate comments during public meetings. Professor Manoj Mate of Whittier Law School was one of four panelists invited, by virtue of his constitutional law expertise. The event was created by the OC Human Relations Commission and Association of California Cities – Orange County.
