Neil Cogan has just published a book: The Complete Bill of Rights, Second Edition. Published by Oxford University Press, it makes available to judges and lawyers for the first time a comprehensive and organized set of sixteenth, seventeenth, and eighteenth century dictionary and treatise materials for understanding the Bill of Rights. As the first edition did, it also provides all the proposals, drafts, and debate for the Bill of Rights.

It is available on Amazon and was reviewed on the national blog Concurring Opinions.
