Professor Colin Kelly is the Senior Staff Attorney at Orange County Coastkeeper, where he manages a legal department advocating for improvements in regional water quality protection and third party enforcement of federal environmental laws. Experienced in administrative and federal enforcement actions, his practice focuses on water quality in the Santa Ana River watershed. In addition to enforcement actions, Professor Kelly represents Coastkeeper before state and federal environmental agencies during the administrative process.

Professor Kelly has led the Coastkeeper Environmental Water Law Clinic since its inception in 2013. Clinical students work collaboratively alongside Coastkeeper to comment on permits, meet with stakeholders, and develop cases to improve water quality for the people of Orange County.

He earned his Bachelor of Arts degree in Political Science from the University of Oregon and a Juris Doctorate from Whittier Law School. While in law school, Professor Kelly was a member of the Moot Court Honors Board, two time President of the Environmental Law Society, and recipient of the Dean’s Citation Award. Professor Kelly volunteers with Students Run LA and is on the Board of Directors of the Oregon Beta Property Trust.
