Alisha M. Winterswyk is a Partner at Best Best & Krieger LLP, working in the Environmental and Natural Resources Practice Group. Professor Winterswyk advises public and private agency clients on the California Environmental Quality Act (“CEQA”), the National Environmental Policy Act (“NEPA”), the state and federal Endangered Species Acts, and other state and federal environmental laws. She assists clients with preparation of all documentation required by CEQA/NEPA, including: resolutions, notices, exemptions, addenda, negative declarations, and environmental impact reports/statements.

Professor Winterswyk advises public agencies and private clients on complex land use matters involving the Planning and Zoning Law, Subdivision Map Act, and the State Mining and Reclamation Act. Specifically, she advises cities, counties, and private clients on matters such as development agreements, specific plan adoption/amendment, conditional use permit issuance/revocation/suspension, variances, general plan adoption/amendments, zone changes and zoning updates, annexation/deannexation, incorporation, mining permits and reclamation plans, subdivision maps, lot mergers/consolidations, lot line adjustments, and development impact fees. Professor Winterswyk formerly served as Deputy City Attorney for the City of Lake Elsinore and Deputy Agency Counsel to the Redevelopment Agency for the City of Lake Elsinore.
