Mr. and Mrs. Garcia (not their real name) moved into a Santa Ana apartment in August 2010. The unit had many habitability problems, most notably rat infestation, mold, backed up sewage, and problems with the wiring. But the couple chose to live there because the rent was low and their only source of income was through workers compensation payments Mr. Garcia received. The Garcias asked their landlord numerous times to repair the problems, but he refused, so they paid out of pocket for major plumbing repairs and for mold removal. Despite all their efforts, they could not eliminate the rat infestation, and the landlord continually refused to take care of the problem.
