Under the California Bar Rules of Professional Conduct, “competence” in any legal service shall mean to apply all of the following except:

  1. Diligence reasonably necessary for the performance of the service
  2. At least one year of experience under the supervision of bar-certified attorney
  3. Skill reasonably necessary for the performance of the service
  4. Mental, emotional and physical ability to perform the service
