Dean Neil H. Cogan's book, The Complete Bill of Rights, was cited by twelve briefs in District of Columbia v. Heller, the right to bear arms case pending in the United States Supreme Court. It was cited by both the Petitioner and Respondent and by amici curiae on both sides. In the decision of the case, it was cited several times by Justice Stevens. The book, published by Oxford University Press in 1997, provides the proposals and drafts of the Bill of Rights, as well as the debates and colonial and state source materials.
